No, tween won't be necessary as there's not an aqueous fraction - ie. no water for the oils to blend with.
I would simply shake WELL to get them to mix. It's not something we do with eo's themselves, but you'll see blends like this actually mixed in a high-speed blender - you should have all these blend without separation. I think what you have on top is actually one of the essential oils, not carriers...
